The progressive customs system based on international practice and, as a result, trade facilitation play an significant role in promoting export and import diversification. All this has encouraged agriculture, chemicals and metallurgy industries in recent years, along with a variety of stimulating mechanisms (provision of online export portals, export subsidies, creation of industry and agroparks) that have been used by the government to support domestic production and non-oil exports. In 2018, non-oil exports increased by 10%. Entrepreneurs were paid 15 million AZN in export promotion within the framework of the program of promotion and stimulation of non-oil products. The amount of subsidies granted to agriculture and  concessional loans amounted to 370 million AZN.
