A foreigner or stateless person who has been living permanently and uninterruptedly for the last 5 years on the territory of the Republic of Azerbaijan on legal bases can be admitted to the citizenship of the Republic of Azerbaijan upon his/her application.

For this purpose he/she should:

possess legal source of income;
undertake obligation on observing Constitution and laws of the Republic of Azerbaijan;
submit a document certifying his/her knowledge of the state language of the Republic of Azerbaijan.
